Government through Immigration Principal Secretary warns CEOs defying Ruto on eCitizen paybill system.

Top executives of State-Owned agencies have been cautioned by Immigration Principal Secretary Julius Bitok that they could lose their jobs if they fail to disclose the revenue they collect on the eCitizen platform.

Bitok claimed in a statement on Tuesday that certain agencies had worked out a way to get around Ruto’s directive by accepting cash payments rather than using the 222222 standard pay bill.

He added that the monetary payments made to the agencies were deposited into bank accounts unrelated to the eCitizen website.

The PS warned that the CEOs risk losing their jobs if they were found culpable of intentionally defying the directive.

“Let it not be you who will be found yourself not being able to comply and you have to explain and sometimes you may even have to lose your job because you’re not able to do what is supposed to be done,” he warned.

Bitok claims that although the government’s revenue collection has increased from Ksh60 million to almost Ksh300 million per day, it is still insufficient to meet its goals.

The amount of money collected on the eCitizen platform increased steadily from Ksh1.44 billion in June to Ksh4.66 billion in October, according to data from the Treasury.

The amounts for July, August, and September were Ksh2.362 billion, Ksh3.636 billion, and Ksh4,233 billion respectively. The amount, however, falls short of the government’s targets.

According to the PS, failure to hit the target has been breeded and exercabated by rogue officers.

“We are having conversations with the Central Bank and the banks. We have noted clearly that some agencies have decided to cheat the system and pay cash,” he noted.

“Where we are going now if you don’t meet some of these things, there will be consequences. Some people will bear personal responsibilities for failure to do the right thing.”
