President Ruto sacks Justin Muturi, nominates new CSs
President William Ruto has sacked Public Service CS Justin Muturi in the latest Cabinet changes.
In the notice dated Wednesday, March 26, Ruto nominated Mbeere North MP Geoffrey Ruku as the new CS for Public Service.
Further, Ruto nominated Hanna Cheptumo as the new CS for Gender, Culture and Heritage.
Hanna Cheptumo is the wife of former Baringo Senator William Cheptumo.
“The nominees are expected to bring to Cabinet not only the knowledge and experience acquired throughout their illustrious careers but, above all, their wisdom accumulated from their inspiring and diverse life journeys,” read the notice in part.
Notably, the firing of Muturi comes a day after the Head of State expressed that he was fairly incompetent in his previous position as the Attorney General.
“I had a problem with the AG who was there, he was fairly incompetent. But I now have a very competent lady in that position, and I can assure you that the issues of Waqf will be sorted out in a matter of months,” Ruto stated during a state House meeting with muslin leaders.
In response, Muturi detailed his scorecard at the Attorney General’s office, asserting that he saved the government Ksh17.5 billion during his tenure.
He also responded to the allegations of taking too long to deal with the waqf issues.

“Under the Waqf Act no.8 of 2022, there’s no provision for a “Muslim Endowment Fund “. It must be understood that a waqf is a religious, charitable, or benevolent endowment by a person who professes Muslim faith and is managed by the Waqf Commission,” the former CS responded.
At the center of the difference between the duo have been the abductions that were witnessed in 2024. According to Muturi, the President needed to take more action to end the acts committed by security agencies.
The abductions also saw Muturi miss Cabinet meetings as he wanted the issue of abductions discussed in the meetings.
In other changes, the Head of State reassigned Environment CS Aden Duale to the Health Docket.
CS Deborah Mlongo was moved to the Ministry of Environment.
