Vihiga Senator Godfrey Osotsi has launched a scathing attack on the Ministry of Information, Communication and Technology (ICT), accusing its leadership of lacking the expertise needed to drive the sector forward.
Speaking on Tuesday, March 11, Osotsi lamented that key institutions in the ministry, including the Communications Authority, are headed by inexperienced people.
He argued that Kenya’s progress in ICT has stagnated due to poor leadership, in contrast to past administrations that prioritized expertise.
“One of the things that I have observed is that everyone in this ministry is clueless, starting from the Communications Authority to the ministry; everywhere.
“We cannot develop in terms of ICT if we have people who are running this ministry who do not understand technology itself. The Ministry of ICT is headed by people who have no clue about ICT,” he said.
Osotsi has called for a restructuring of ICT leadership, urging the government to appoint qualified and experienced professionals to oversee the sector’s institutions.

“It’s high time we place people who are qualified and experienced in the sector to run institutions under ICT,” he emphasized.
Notably, this comes a day after ICT Cabinet Secretary William Kabogo announced that the government is advancing plans to transition all operations to a paperless system.
The CS said the Ministry has already initiated a pilot program to eliminate bureaucratic delays by adopting paperless correspondence.
Following its success, this system will be expanded to all Ministries, Departments and Agencies (MDAs).
“We have begun piloting paperless correspondence at the Ministry of Information, Communication and the Digital Economy to eliminate bureaucracies that slow down service delivery,” he said.
