Public servants sue SRC over suspension of salary review
2 min readThe Union of Kenya Civil Servants has moved to court challenging a decision by the Salaries and Remuneration Commission (SRC) to freeze salary increments for all public servants.
The union argues that SRC’s decision denies its members the right to a pay rise. They want the court to issue a temporary order directing SRC to suspend its decision temporarily pending the hearing and determination of the application.
“Our members and low and middle-level employees and hence any salary cut or delay in any manner is likely to financially affect them greatly in regard to their daily survival,” the Union argued.
They claim that there were salary negotiations to be implemented in two phases.
According to them, the first phase was to cover the period of July 1, 2023, to June 30, 2024, while the second phase was to cover July 1, 2024, to June 30, 2025.
On July 18, SRC froze salary reviews for all public servants for the financial year 2024/25.

The Commission noted that the move was prompted by the existing fiscal constraints and budget cuts emanating from the withdrawal of the unsavory Finance Bill, 2024.
SRC added that the Bill’s withdrawal strained the budget allocation for upward reviews of remuneration and benefits for public servants.
SRC further ordered that existing salary structures will continue to be applied within the budget allocation and no additional funding will be provided for implementation of job evaluation results.
The review shall remain frozen until further notice “contingent upon the availability of funding” and also advice from the National Treasury.
