Siaya Members of the County Assembly (MCAs) have threatened to initiate impeachment proceedings against Governor James Orengo over what they term as stalled development projects and the lack of implementation of key programmes in the county.

The MCAs accuse the county executive of failing to roll out any meaningful development projects in the current financial year, despite budgetary allocations having been approved.

Central Gem Ward MCA Sylas Madingu raised the concerns on the floor of the House, saying that most wards had not seen any development activity, despite earlier approvals and commitments.

Madingu alleged that the delays could be part of a wider pattern that risks politically disadvantaging MCAs, who are now facing public backlash from frustrated constituents. He told the Assembly that with only a few weeks left to the end of the financial year, most procurement processes for approved projects had not been completed.

According to him, a prior consultative meeting had agreed that all projects would be tendered by January 2026, but that commitment had not been honoured.

“Noting with concern, Mr Speaker, that with barely two months to the close of the financial year, the county executive has failed, neglected and refused to procure and award a substantial number of procurement projects approved in the same budget,” Madingu stated.

Siaya County Speaker George Okode has since directed the County Executive to formally respond to the concerns raised before the House considers any possible action.

He emphasised the need for accountability and warned that the Assembly would not ignore issues raised by elected representatives on service delivery failures.

Meanwhile, other MCAs from different wards echoed similar frustrations, accusing the executive of neglecting critical projects, including roads, water systems, and early childhood development centres.

Others alleged that some stalled projects, including a multimillion-shilling water initiative, had not even reached the procurement stage despite public announcements suggesting progress.

The Assembly has now resolved to summon top county officials, including chief officers and procurement directors, to explain the delays and provide clear implementation timelines.

Governor Orengo, who has recently positioned himself as a key critic of the national government under the Linda Mwananchi brigade, has also faced growing political criticism from leaders within his wider political circle, including criticisms from Energy CS Opiyo Wandayi.
