Mudavadi defends self against the Uhuru-Raila BBI project during the vetting for the Prime Cabinet Secretary position.

Musalia Mudavadi, a Prime Cabinet Secretary nominee has defended his take on the BBI document.

Speaking on Monday, Mudavadi said the Uhuru-Raila BBI project (Building Bridges initiative) had some good and toxic things.

“It was a good document mixed with some toxic aspects. The reorganizing of govt could be done at a less cost without going to certain levels. I never misled anybody about this issue,” Mudavadi said.

After some of the divisive themes that were reflected in the initial report were changed, Mudavadi vowed to support the BBI on November 27, 2020.

He stated that he will undertake parallel efforts to popularize the paper.

“ANC party now supports the BBI process and urges all Kenyans to come together and participate in this process with a view to having a smooth and basically a non-contested referendum,” he said.

Mudavadi, However, changed his tune in August, claiming that the three years spent working to reform the constitution were a waste of time and resources.

 “Unless everyone is involved, it will be a political elite document and not one that addresses challenges facing Mwananchi,” he said then.

Mudavadi praised the Court of Appeal’s decision to throw out the Building Bridges Initiative.

He said the leaders involved refused to listen to each other and became a “one-man choir”.

Meanwhile, during the vetting process, Mudavadi defended President William Ruto for scrapping out Devolution Ministry.

The Prime Cabinet Secretary nominee said that there’s no need for Devolution Ministry as the counties are constitutionally provided in the law.

He mentioned that in the spirit of the separation of powers between the two levels of government there was no need for the docket to be established in the National Government.

“These are entities that are constitutionally provided for and there’s a mechanism for collaboration through inter-governmental relations that Parliament passed,” he said.

President William Ruto when unveiling his Cabinet, he did not include the name of a Cabinet secretary attached to the Devolution docket.

The Ministry of Devolution is responsible for supporting County Governments through policy formulation, capacity support, and intergovernmental relations.
