List of Counties that spend zero funds on Development in 2021/2022 First Quarter

Nairobi among the twenty-two list of counties that spent zero funds on development in 2021/2022 first quarter 

According to a report by Margaret Nyakang’o, the controller of the budget, 22 counties spent no money on development between July and September 2021.

According to the report, counties spent 93 percent of the monies disbursed on wages and allowances, leaving only 6% for development.

“The analysis revealed that counties that collected the least money during the period under review were Kisumu (7%), Nairobi (7%), and Murang’a (6%),” Nyakang’o stated as reported by Taifa Leo.

Ward representatives gobbled up KSh 433 million in allowances out of a total of KSh 2.48 billion allotted for the financial year, according to the Auditor General’s report.

List of counties that spent zero on development

1. Baringo Baringo 

Baringo is headed by Stanley Kiptis elected on a Jubilee ticket in the 2017 General Election but is currently allied to Deputy President William Ruto. 

2. Homa Bay 

Homa was among the counties that did not allocate funds for development during the period under review. 

The county is headed by governor Cyprian Awiti who’s a member of the Orange Democratic Movement (ODM). 

3. Bungoma 

Bungoma county made to the list of counties lagging in development according to the Office of the Controller of Budget. Wycliffe Wangamati is the governor elected on a Ford Kenya ticket. 

4. Kilifi Kilifi

Kilifi county spent more on recurrent expenditure at the expense of development according to the report.

Amason Kingi is the governor. 

5. Kisumu 

Kisumu is the third-largest city. Its governor is Anyang’ Nyon’go, a close ally of ODM leader Raila Odinga. 

6. Kajiado 

Kajiado administration focussed more on salaries and allowances. Ole Lenku is the governor on a Jubilee ticket. 

7. Busia 

Busia county also made to the list. The county’s governor Sospeter Ojaamong is also facing corruption cases in court. 

8. Narok 

Narok is another county whose leadership was in the spotlight. Governor Samuel ole Tunai is the governor on his second term. 

9. Nyandarua 

Nyandarua county under the leadership of Francis Kimemia also spent zero on development during the 2021/2022 first quarter. 

10. Siaya 

Siaya in Nyanza under the governor, Cornel Rasanga. 

11. Machakos 

Machakos is headed by Alfred Mutua.

He recently launched his presidential bid on a Mandeleo Chap Chap ticket to run in the coming August polls. 

12. Marsabit 

Marsabit under Ali Mohamud Mohamed elected on a Jubilee ticket also spend zero on development despite residents facing hunger and water challenges. 

13. Migori 

Migori County is headed by Okoth Obado. The governor is facing multi-million corruption cases in court and Sharon Atieno’s murder case. 

14. Nairobi 

Mike Mbuvi Sonko was the elected governor but was handed out of office due to corruption. 

Nairobi Metropolitan Services (NMS) took the charge to stimulate development but data indicated the city did not set aside funds for development. 

15. Nakuru 

Nakuru was conferred the city status by President Uhuru Kenyatta. Its governor, Lee Kinyanjui. 

16. Trans Nzoia 

Trans Nzoia under governor Patrick Khaemba also spent zero on development in the 2021/2022 first quarter. 

17. Vihiga 

Wilber Otichillo is the governor and has been accused of the misappropriation of funds. He was also accused of neglecting the county’s health sector and holding health workers’ salaries. 

18. Wajir 

Wajir governor Abdi Mohamud was impeached by the Senate in May 2021. He was replaced by his deputy Ahmed Ali Mukhtar. 

19. Kericho 

Kericho Governor is Paul Chepkwony. His county was ranked among the last in spending development funds. 

20. Mombasa 

Mombasa is the second-largest city. Hassan Joho who doubles up as the ODM deputy party leader is the governor. 

21. Isiolo

 Isiolo, whose governor is Mohamed Kuti is one of the counties spending less on development. 

22. Taita

 Taveta The coastal county headed by Granton Samboja allied to former prime minister Raila Odinga.
