Kisii County tops the list of counties with huge cash lying idle at the Central Bank of Kenya (CBK).

A report by the National Treasury has revealed Kisii tops the list of counties with huge idle cash lying at the Central Bank of Kenya (CBK) despite devolved units facing a cash crunch.

Treasury indicated KSh 48.5 billion was yet to be withdrawn by counties from the County Revenue Fund (CRF), a rise of KSh 6 billion from October 2024.

The exchequer noted Kisii, led by governor Simba Arati, is yet to spend KSh 3.46 billion. It also spent zero on development projects during the review period.

Kisii was followed by Nakuru (KSh 2.78 billion), Nairobi (KSh 1.82 billion), Kwale (KSh 1.63 billion), Turkana (KSh 1.55 billion), Kilifi (KSh 1.54 billion), Uasin Gishu (KSh 1.49 billion), and Mandera (KSh 1.39 billion). As reported by Daily Nation, others were Narok (KSh 1.24 billion), Wajir (KSh 1.18 billion), Kakamega (KSh 1.16 billion), Meru (KSh 1.13 billion), Kiambu (KSh 1.13 billion), Nyeri (KSh 1 billion), West Pokot (KSh 1.34 billion), and Baringo (KSh 1 billion).

A report by Controller of Budget Margaret Nyakang’o showed county governments spent KSh 55.68 billion in Q1 FY 2024/25, a decrease from KSh 67.47 billion in FY 2023/24.

Only KSh 6.71 billion of the total expenditure was used for development, reflecting a 3% absorption rate of the annual development budget.

Kirinyaga and Busia counties had the highest development absorption rates at 12%, followed by Siaya and Garissa at 10%.

Ten counties, including Nairobi, Lamu, and Kajiado, reported zero spending on development activities during the review period.
