President William Ruto has cautioned senior government officials, including Cabinet Secretaries, Principal Secretaries, and other senior state officers, against negligence of duties.

Speaking during the signing of ministerial performance contracts at State House in Nairobi on Tuesday, November 19, the Head of State announced that every CS would receive a performance scorecard at the end of each financial year.

According to President Ruto, the performance scorecards would reflect the recognition and rewards for various ministries. It would also impose sanctions on Cabinet Secretaries who underperform in their roles.

“Excellence, efficiency, and consistency would be rewarded, while failure, negligence, waste, and misconduct would promptly invite corrective action,” Ruto told the senior government officials.

“These scorecards would ensure that performance contracting is not seen as a mere meaningless ritual. The sanctions in these scorecards would be applied without failure,” he added.

Addressing the delegation, President Ruto directed all the ministries to heighten their efficiency, responsiveness, and integrity both collectively and individually to ensure Kenyans receive services.

For seamless implementation of various government projects, President Ruto directed Treasury CS John Mbadi to disburse available budgetary allocations in time. According to the Head of State, a lack or delay in the release of the funds should not be an excuse for underperformance.

“Consequently, our planning, budgeting, and execution funds must cooperate in harmony to achieve these goals because overall accountability rests with me,” Ruto stated.

President Ruto also revealed that the government would soon be tabling a Public Service Performance Management Bill in parliament to track efficiency by government officials. He noted the Bill would entrench accountability and ensure the highest standards of service delivery at all state levels.

To strengthen coordination among government ministries, the Head of State noted that the government had established an office to focus on performance and delivery management. He clarified that the office would be situated at the Executive Office of the President.

“Through this office, all MBS will be facilitated to quickly address performance efficiencies and see the timely implementation of corrective measures. Performance management is a best practice that must see the entirety of the government and not tax-payer-funded institutions should be exempt from the mandate to deliver,” noted the president.

Ruto further assured the cabinet secretaries of his full support in fostering a performance-driven culture after the delivery of the government’s national transformation.
