Senior State House official in mourning after death of sister
President William Ruto has announced the death of Head of Public Service and State House Chief of Staff, Felix Koskei’s sister, Esther Chebet Rugut.
In an update on Thursday, December 17, Ruto mourned Esther as a dedicated leader who lives behind a legacy of women’s empowerment and family values.
“Mrs Rugut was a dedicated leader in her community, who leaves behind a legacy of women’s empowerment, service and strong family values. Her absence will be deeply felt by all who knew her.
“Our heartfelt condolences to Mr Koskei and the entire family during this difficult time. May her soul rest in eternal peace,” Ruto said.
On his part, Koskei celebrated her sister’s legacy of women empowerment, further noting that she will be laid to on Wednesday, December 18.

“Fare thee well my dear sister Esther. We celebrate your legacy of women empowerment and shall abide by your wishes as we lay you to rest tomorrow,” he wrote on X.
Others who mourned Esther include Lake Victoria North Water Works Development Agency CEO Joel Wamalwa who described her as a hardworking lady who put a lot of effort into all her assignments.
“I am deeply saddened by the passing of Mrs Esther Chebet Rugut, sister of the Head of Public Service, Mr Felix Koskei. Mrs Rugut was a hardworking lady and put a lot of effort and dedication to all the assignments she was engaged in. Her absence will be deeply felt by all who knew her,” he said.
Adding, “Our heartfelt condolences to Mr Koskei and the entire family during this difficult time. May her soul rest in eternal peace.”
