The Teachers Service Commission (TSC) has announced that all secretariat staff in grades 3, 4,5 and 6 will transition from fixed-term contracts to permanent and pensionable employment.
According to reports the Commission stated that this step will take immediate effect from May 18, 2026.
In a circular issued on June 8, acting CEO of the Teachers Service Commission Eveleen Mitei stated that the move is aimed at enhancing social security and staff welfare.
“This decision is aimed at enhancing social security and staff welfare, ensuring employees have access to structured retirement benefits and financial security upon separation from service,” the CEO stated.
Additionally, this initiative is intended to strengthen institutional capacity by retaining skilled staff with specialised expertise in teacher management.
Further reports indicate that this act will minimise disruptions caused by staff turnover. “Permanent employment will additionally facilitate career progression, talent development and succession planning,” the Commission stated.
Moreover, the Commission added that permanent employment will promote long-term efficiency, stability, and productivity within the Commission.

Under the new terms, teachers will be enrolled in the TSC Staff Retirement and Benefits Scheme (SRBS).
Additionally, employees will contribute 10% of their monthly basic salary, while the commission contributes 20%, in line with the Scheme’s Trust Deed and rules.
The TSC has provided a three-month transition period for employees to review options and formally communicate their decisions by August 18, 2026.
Further, staff of grade 6 and up will be managed through annual performance, contract frame, aligned with the Commission’s Strategic Plan.
Additionally, Service Charter and approved job descriptions will be required to ensure accountability, efficiency and excellence in service delivery.
