Government employees face November salary delays amid system upgrade.

The Ministry of Labour and Social Protection has announced a salary delay for all employees in ministries, departments, and agencies for November due to system upgrade.

In a memo directed to all department heads, the director of HRM&D, P.M. Mukiri noted that the delay was caused by the migration of ministries, departments, and agencies from the old manual Integrated Personal Payroll Database (IPPD) to the Human Resource Information System(IPPD) as required by the state Department for Public Service.

Employees have been requested to be patient as the migration process is finalized.

“This is to bring to your attenction that there is a delay in processing the November, 2024 salary. The delay has been occassioned by the State Department for Public Service requirement that all Ministries, Departments and Agencies to migrate from old manual Integrated Personnel Payroll Database (IPPD) to the new Human Resource

Information System (HRIS – KENYA),” reads part of the memo.

“This is to request you to be patient as the process is being finalized. Kindly bring this information to all officers under your supervision,” reads the memo.

Many county governments were yet to pay ECDE teachers their November salaries.

However, TSC teachers had received their pay from mainstream banks and Saccos starting Monday.

Many teachers lamented after the government chopped off the payslip earnings further for the Social Health Insurance Fund (SHIF).

The government plans to slash the take-home further after introducing a new medical cover for all teachers and civil servants.

The new medical scheme known as the Public Service Medical Scheme is scheduled to start in January after going through the necessary process.
