Kenya responds after UN Security Council approved Haiti mission

Foreign CS Alfred Mutua thanks UN United Nations Security Council (UNSC) for authorizing the Haiti security mission.

In a statement via X (formerly Twitter) on Monday, moments after the UNSC made the decision, Mutua said that the greenlight will help restore peace in the war-torn Caribbean country.

“This mandate is not only about Peace and Security, but also about the rebuilding of Haiti – its politics, its economic development, and social stability,” he wrote.

“It is the beginning of a new chapter for the fathers, mothers and children of Haiti. It’s for the posterity of Haiti and a force for good for global Peace and Security.”

CS Mutua also extended an invitation to all worldwide partners to organize a successful international assistance mission that would help quickly find a solution.

Meanwhile, President William Ruto has welcomed the United Nations Security Council’s approval of a multinational security mission for Haiti, led by Kenya.

The President said that the “mission is of special significance and critical urgency” adding that it is an overdue and critical instrument to define the multinational mission.

“The resolution marks an important moment in the history of global multilateralism, as we engage international collective action that places human security and dignity at the same level,” the president said on Tuesday.

President Ruto said that Kenya possesses excellent international peace-mediating, peace-making, peace-building and peace-keeping credentials.

“From East Timor and the former Yugoslavia to Eritrea and Angola to Sierra Leone, we have always stood ready and willing to do our part to bring peace, security and stability,” Ruto said.

“This is why we cannot turn away from Haiti. Doing nothing in the face of human suffering is therefore absolutely out of the question. We shall succeed in Haiti. We must not fail the people of Haiti.” 

The President said that the mission is aimed solely at providing an appropriate environment for the leadership, both of the political and civil society sectors to usher in stability, development and democratic governance.

The statement cames after on Monday the United Nations Security Council (UN) approved the deployment of a multinational force led by Kenyan police in Haiti

During the vote, UNSC developed a framework for a one-year deployment of an international force, with a review after nine months.

A 15-member council adopted a resolution, drafted by the United States and Ecuador, that authorizes the so-called Multinational Security Support mission “to take all necessary measures” – code for use of force.

However, China and Russia abstained from the vote, wary of authorizing the blanket use of force under Chapter 7 of the founding U.N. Charter. The remaining 13 members voted in favour.

Approval for the mission means that Kenya will, by January 2024, lead the multinational force with 1,000 police officers.

The mission in Haiti is set to help combat gangs terrorizing the country, which has overpowered the Haitian police.

Haiti has been subject to growing gang dominance through rape, kidnappings, and robberies being their mode of operation.

A UN report from the secretary-general’s office indicated 2,800 murders between October 2022 and June 2023, including 80 killings of minors.
