Man charged with stealing CCTV cameras from parliament before protesters stormed in.
A man who allegedly broke into Parliament and disabled CCTV cameras a day before Anti Finance Bill protesters stormed in has been charged at Milimani Law Courts on Wednesday, July 10, 2024.
Kelvin Mwamiri Mangare is accused of gaining access into Parliament four times between April and July 2024 and was allegedly found with electrical switches stolen from the Parliament building worth Ksh2.6 million at the time of his arrest on Monday.
According to the charges filed against Mwamiri, he is alleged to have broken into the basement No. 2 area of the main Parliament building on April 23, where he stole two CISCO CCTV switches belonging to Maga security solution company.
The theft reportedly took place at around 6:30 pm along Parliament Road.
The man was also charged with breaking into Parliament on May 20 at around 6 pm and stealing more CCTV switches from Maga security solution company.
Additionally, he was accused of stealing a CCTV switch worth Sh445,000 on June 24, 2024, at the Parliament of Kenya.

“On the 24th day of JUNE 2024 at around 1800hrs at the Parliament of Kenya along Parliament Road in Starehe Sub County within Nairobi County, you broke and entered into the basement no.1 area of the main Parliament building and committed a felony therein namely stealing of one (1) CCTV switch make CISCO valued at Kshs445,000/= (four hundred and forty-five thousand only),” read the charge in part.
On a previous occasion, the suspect also allegedly broke into Parliament basement area 2 on May 20, where he stole two of the CCTV camera switches valued at Ksh890,000.
The accused faced two more counts of charges and an alternative count of handling goods believed to be stolen.
Mwamiri pleaded not guilty to the charges before Milimani senior Principal magistrate Gilbert Shikwe. He requested lenient bond terms and was released on a cash bail of Sh200,000 or a bond of Sh500,000.
The case will be mentioned after two weeks.
