State House outlines role of Eliud Owalo as deputy chief of staff
3 min readEliud Owalo secures new position of overseeing delivery of government projects according to a communique from State House.
President William Ruto has outlined the roles he has assigned to Eliud Owalo in the newly created office of Deputy Chief of Staff in charge of Performance and Delivery Management.
Ruto appointed the former ICT CS in that office on August 23, 2024, slightly over a month after he fired him alongside 20 other CSs at the height of anti-tax protests.
In a communication dispatched through Head of Public Service Felix Koskei, Ruto said the ministerial level appointment entails the oversight of both the Public Service Performance Management Unit (PSPMU) and the Government Delivery Unit (GDU).
“Owalo’s overall mandate is to oversee performance management across all ministries, state departments, and parastatals as well as ensure effective implementation of the administration’s revitalised priority projects and programmes,” he said.

In the coordination of performance management, the CS is expected to consolidate performance contracting and efficiency monitoring across all ministries, state departments and agencies.
He is also supposed to develop and maintain an effective delivery mechanism that drives the implementation of the government’s development agenda and oversee the implementation of the administration’s flagship programmes and projects under the Bottom UP Economic Transformation Agenda.
Koskei said the President has further tasked Owalo to institutionalise the administration of performance contracting.
Under this role, he said, the CS is expected to develop and implement a framework for performance contracting and evaluation across the senior ranks of the Executive including Cabinet Secretaries, Principal Secretaries and Chief Executive Officers of State Corporations.

He said he is also supposed to monitor and evaluate performance by ensuring adherence to performance parameters and evaluate progress to meet the set performance targets.
Owalo is also expected to perform any other function ancillary to the outlined tasks and other impromptu tasks as may be assigned from time to time by the President or the Chief of Staff and Head of the Public Service.
“This is therefore to request that you accord the Deputy Chief of Staff maximum cooperation in the course of execution of his mandate,” Koskei said in a memo to the AG, CSs, PSs and all chief executive officers of state corporations and statutory bodies.
He said Owalo’s office will execute its mandate in liaison with ministries, state departments and agencies on all issues pertaining to performance management and delivery of priority government projects and programmes.
