Treasury responds over Ksh 286m tender saga after mysterious death of an employee
4 min readThe National Treasury has dismissed allegations that its employee Evans Chrichir died while undertaking duties at the ministry offices.
In a statement, Treasury Principal Secretary Chris Kiptoo revealed that Chirchir was knocked down by a vehicle on the night of August 31, 2024.
He further noted that Chirchir served as an intern at the Ministry of Finance.
According to Kiptoo, the Officer Commanding Station (OCS) at the Kyumvi outpost in Machakos confirmed the arrest of the driver involved in the accident. He further revealed a post-mortem examination had been conducted to ascertain the precise cause of death.
“He was not involved in any sensitive or decision-making capacities within the department, and the incident that led to his death occurred during his private time, far from his work responsibilities,” Kiptoo clarified.

Mr. Evans Chirchir was an intern deployed to the National Treasury under the Public Service Internship Program (PSIP), Cohort 6, starting on 1st February 2024.
He was assigned to the procurement section but, as an intern, he was not actively involved in any tendering or procurement decision-making processes.
His disappearance occurred on the evening of Saturday, 31st August 2024, in the Kyumvi area, Machakos Junction, while returning from a private function in Makueni. Since it was a weekend, Mr. Chirchir was not on official duty at the time of the incident.
On Monday, 2nd September 2024, the National Treasury was informed of his disappearance and subsequent death. His body was found at Machakos Level 5 Hospital, where he had been registered on the night of 31 August as a victim of a road traffic accident.
According to the police, Mr. Chirchir was knocked down by a vehicle on the night of 31st August 2024. The Officer Commanding Station (OCS) Kyumvi has confirmed the arrest of the driver involved in the incident. A post-mortem examination is being conducted to ascertain the precise cause of death.
It is important to emphasize that Mr. Chirchir’s passing was in no way related to his professional duties or any activities at the National Treasury. He was not involved in any sensitive or decision-making capacities within the department, and the incident that led to his death occurred during his private time, far from his work responsibilities.
At this difficult time, we offer our deepest sympathies to his family and loved ones. We urge the public to refrain from circulating unverified and speculative information that could cause further distress to the family and harm the reputation of the National Treasury.
We also call for patience as investigative agencies conduct their independent inquiry into the circumstances surrounding Mr. Chirchir’s death.

Meanwhile, Chirchichir’s body was found lying at the Machakos Level 5 mortuary several days after the deceased’s family reported his disappearance.
A medical superintendent at the Machakos Level 5 Hospital revealed the deceased’s body was received at the facility on the said day at around 9 pm.
His body was then identified by police officers from Kyumvi Police Station who informed the family of the incident.
Following the death, Chirchir’s family claimed their kin’s death might have been linked to the nature of his work at the Treasury.
According to the family lawyer Felix Kaeto, the deceased had reportedly received death threats raising questions as to whether his death could be linked to a tendering process he was involved in.
The lawyers claimed Chirchir was working on a Ksh286 million tender at the Treasury when he suddenly went missing, only to be found dead days later.
‘’What we are getting is that there was a tender of Ksh286 million and Chirchir also raised this issue and informed his brother that his life was in danger mainly because of the tendering process,’’ Kaeto revealed.
‘’Were the issues surrounding the tendering process related to the death of Evans Chirchir? Those are the issues that we want the DCI to unravel.’’
