The Teachers Service Commission (TSC) has announced plans to lower the minimum entry grade for diploma teacher training courses to a ‘C’ plain.

“A person shall be eligible to be registered as a teacher if the person is of good moral character; holds relevant academic and professional qualifications from a training institution recognised in Kenya; and meets the requirements for registration set by the Commission,” TCS’s regulations state before outlining the proposed changes to teacher requirements.

Under proposed amendments to the TSC Code of Regulations for Teachers (CORT), diploma applicants will now qualify with a Kenya Certificate of Secondary Education (KCSE) mean grade of C (Plain), down from the previous C+.

The reforms also include specific adjustments for applicants registered as persons with disabilities, allowing minimum grades of C- in certain courses.

The changes apply to multiple teacher education programmes, including Early Childhood Teacher Education (DECTE) and Diploma in Early Childhood Development Education (Montessori Curriculum).

Changes will also be applied to programmes such as Primary Teacher Education (DTE/DPTE), Secondary Teacher Education (DSTE), Technical Teacher Education (DTTE), Special Needs Education (DSNE), and Adult and Continuing Teacher Education (DACTE).

TSC has also introduced recognition for single teaching subjects as part of the reforms. This includes new Competency-Based Curriculum (CBC) learning areas, which align training with the current school syllabus.

Age-based pathways for specialised training in special needs education have also been added, targeting candidates pursuing careers in inclusive classrooms.

Applicants for diploma programmes in Early Childhood Education, Primary, Secondary, Technical, Counselling and Special Needs Education must meet the revised KCSE thresholds.

Subject-specific requirements remain in place for certain fields. These include STEM subjects, languages and arts, which maintain minimum grade criteria to ensure teaching standards are upheld.

TSC says the amendments are aimed at expanding access to teaching careers while maintaining professional standards and competence.

According to TSC, the changes reflect a broader effort to make teacher recruitment more inclusive and flexible while addressing national needs for qualified educators across all levels.
