President William Ruto has announced that his administration will complete the transfer of all devolved functions.

Speaking on Monday during the 11th National and County Governments Co-ordinating Summit, Ruto said the transfer will be effective Friday, November 20, 2024.

He said the Attorney General will have those already transferred gazetted, while they continue to hold deliberations on functions that will have remained.

“We will complete the transfer of all devolved functions to county governments without delays. I am informed by the Attorney General that by this Friday functions already agreed upon will be gazetted and transferred to counties,” the President said.

“Those that remain there is extensive consultation between the two levels of government through the IGRTC programmes so that we can get things moving.”

The Summit was held at State House, Nairobi.

Ruto further directed the Intergovernmental Relations Technical Committee (IGRTC) to begin the next steps of identifying and transferring related budgetary and other resources beginning next year.

“I am pleased to report that the Intergovernmental Relations Technical Committee has finalised the unbundling, delineation and transfer of functions in line with our directive last year in the last summit. I now direct the committee to take the next step of systematically identifying and transferring the budgetary and any other resources tied to these functions in the next fiscal year,” he said.

The President’s remarks come a few days after the 25th Intergovernmental Budget and Economic Council (IBEC) meeting chaired by Deputy President Kithure Kindiki on Friday called for the transfer of all agreed functions.

They wanted the transfer gazette on the same day.

“That the unbundling and transfer of functions that have already been agreed upon between the national and county governments be expedited for conclusion and gazettement by today, 13th December 2024, and that sectoral engagements be immediately undertaken to bring to resolution all other functions pending consensus that are before the Intergovernmental Relations Technical Committee. Further, the performance assessment for functions already devolved to County Governments is to be expedited through the IGRTC,” the IBEC resolutions read in part.

“That both levels of government facilitate the documentation, inspection, valuation and transfer of county fixed assets, with the State Department of Lands guided to expedite the valuation process for land and buildings inherited by County Governments.
