Ruto appoints 129 member committee to review new university funding model (LIST)
President William Ruto has appointed a national committee to review the new university funding model.
Through a Gazette Notice dated Monday, September 16, the Head of State appointed Prof. Japheth Micheni Ntiba as the chairperson.
The team was tasked with holding consultations with stakeholders and advising the President on the way forward regarding the funding model for universities and TVETs.
Ruto also indicated that the committee would be divided into four working groups that will be looking at various sectors such as the refinement of the new funding model for universities and TVETs, the structure of student loans, cost of academic fees, and student categorisation among others.
The sub-committees
Refinement of the new funding model for universities and TVETs
This sub-committee will be led by Karuti Kanyinga (Prof.). Dibora Zainab Hirbo will serve as the co-chair.
The joint secretaries of this sub-committee will be Moses Njeru Mbaruku and Jemima Onsare. The secretariat will include Diana Mutisya and Alex Kibet.
Other members will be Mogesi R Maroa, Vincent Tarus, Ignatius Kiptoo Ruto, Tracey Nyaboe Morara, Ubah Abdi Hussein, Felix Ochieng, Ferdinand Awuonda, Philip Nyayo Ivutha, Abdikassim Mohamed, Phostine Wandera, Fidel Wandiga, Solomon Ndundi Alfred, Elizabeth Waigwe Wanjiku, Faith Wanjiku Kamau, Ruth Mwikali Mwangangi, Stephen Odebero, Kibibi Ndope, Jared Osoro, Constantine Wasonga Opiyo, Emmanuel Manyasa, Caroline Waithera, Richard Kipkoech, Jared Ongaro, Eunice Kigen, Martin Muluka, Nicholas Wasonga Orago, Paul Waweru, Joseph Rotich, Syrus Mutuku, and Peter Alingo.
Categorization of students into various eligibility bands for allocation of scholarships and loans
Ruto appointed Walubengo Waningilo as the chairperson of this sub-committee. Lucy Machugu was named as the co-chair.
Joint secretaries for the committee will be Margaret Campbell and Allan Chacha. Darius Mogaka and Kingori Ndegwa will serve in the secretariat.

Cheruiyot, Elisha Ochieng Oyugi, Raphael Oguk, Ramesh Saxena, Gorffly Mokua, Evans Kipkorir Serem, Gitonga Gichangi, Calvin Juma, David Kisindai, Harrison Nganga Muiruri, Ruth Wamuhu Njiu, Wainaina Gichere, Loyan Kimanthi Micheni, Samuel Jackinda Obilo, James Magoka, Emily Ntinyari, Moses Ambani, Josiah Munene, Martin Oleche, Joyce Mutinda, Romanus Odhiambo, Michael Kibet Kibiriti, Khaemba Ongeti, Wangeci Catherine, and Phylis Mutua will serve as members of the committee.
Review of the cost of university academic programmes
This sub-committee will be led by Prof Mohamed S. Rajab and co-chaired by Patrick Malanga.
Mathew Rotich and Joseph Musyoki will serve as joint secretaries while Agnes Mercy Wahome and Josphat Nzuki serve in the secretariat.

Structure of student loans
Robert Oduor Otieno was appointed by Ruto to lead this committee while Aron Kiprotich Bett was appointed as the co-chair.
The appointed joint secretaries were Tiberius Barasa and Clarise Osore. Geoffrey Monari and Emmanuel Abook were appointed to the secretariat.
Other committee members include Nabangi Alex Wanyonyi, Pascal Juma, Bill Clinton, Fatuma Boku Marsa, Kipkorir Brian, Bonface Ododa, Boaz Gori Onserio, Erick Ochieng, Dismas Kiptoo, Paul Wathuta Kiragu, Joseph Tioko, Ohanga Grace Wangare, Salome Thinguri, Jane Nyagaturi Mbatia, Bernard Kiprono, Arnold Munene Njoka, and Grace Chitayi Nyongesa, Charles Njoroge Mbau.
“The National Committee will serve for a period of eight (8) weeks with effect from the date hereof, or for such longer period as may be specified by notice in the Gazette.” read the notice in part.
“The Secretariat of the Committee as well as its Workstream shall be located at the Ministry of Education Headquarters at Jogoo House.”
