President Ruto retained Prime Cabinet Secretary Musalia Mudavadi after firing all cabinet secretaries.
According to a publication by Daily Nation, Ruto retained Prime CS Musalia Mudavadi in his Cabinet to ensure continuity in government as he coordinates PSs.
Mudavadi chairs the National Development Implementation Committee, which includes Head of Public Service Felix Koskei and all PSs.
The committee will continue coordinating state affairs until a broad-based government is formed.
According to the publication, Ruto spared Mudavadi because he did not trust his deputy, Rigathi Gachagua, to steer the ship.
Mudavadi has been seen as the voice of reason in the Kenya Kwanza Alliance administration and has been tipped to replace Gachagua in the 2027 General Election.
In addition, Ruto blamed himself for trusting the wrong people to run his government according to the publication.
“I am to blame because I trusted the wrong people. There has been a major problem in how we communicate with our people, and this has allowed critics to spread the wrong propaganda and misinformation,” Ruto said.
In August 2023, the president described some of his Cabinet members and Principal Secretaries (PSs) as clueless.
Meanwhile, after dismissing the cabinet, Ruto said he would engage with all stakeholders to form a broad-based government.

Most CSs did not see it coming and did their duties without worry on Thursday, July 11.
A scheduled Cabinet meeting on Thursday was diverted, but this did not raise eyebrows.
The CSs attended the National Development Implementation Committee meeting chaired by Mudavadi at the Kenya School of Government.
Interior CS Kithure Kindiki engaged in normal security meetings shuttling between Harambee House and State House, Nairobi.
