President Ruto makes new appointments to key state agencies
President William Ruto has made new appointments to key state agencies through a fresh Kenya Gazette notice as part of his latest reorganisation of parastatals.
In the latest reshuffle, President Ruto moved former Kericho Deputy Governor Lily Ng’ok from the Kenya Industrial Estates (KIE) and named her the new chairperson of a different agency.
Ng’ok has been appointed as the Non-Executive Chairperson of the Board of the Information and Communications Technology Authority (ICTA) for a period of three years, effective May 16, 2025.
The President swapped Ng’ok with Slyvanus Maritim, who has now been appointed as her successor at the Kenya Industrial Estates. Maritim will serve as Chairperson of the Board of Directors of KIE for a period of three (3) years, also effective May 16, 2025.
President Ruto had previously appointed Ng’ok as chairperson of KIE in February 2023, as part of sweeping changes aimed at restructuring the management of parastatal boards.
At the time, he dismissed several political appointees named by his predecessor, Uhuru Kenyatta — the second such overhaul since taking office in 2022.
It was during those same changes in February 2023 that Maritim was appointed Chairperson of the Board of Directors of the ICT Authority, effective February 24, 2023.

Maritim is a telecommunications engineer with vast experience in the ICT industry, particularly in the telecommunications sector, having implemented strategic projects in several African countries, including Kenya and Djibouti.
In another appointment, President Ruto has tapped University of Nairobi professor Lawrence Gumbe to serve as the Non-Executive Chairperson of the Board of the Nuclear Power and Energy Agency for a period of four years, effective May 16, 2025.
These are the President’s latest appointments as he seeks to streamline the management of state agencies for improved oversight and performance.
Those appointed to their new positions are likely to serve beyond the 2027 general election.
