All UHC workers to get permanent, pensionable contracts from July 2026
Health Cabinet Secretary Aden Daule has announced the official onboarding of at least 7,414 Universal Health Coverage (UHC) staff to permanent, pensionable terms after years of uncertainty.
Speaking during the International Nurses Week celebrations on Tuesday, May 12, Duale announced that UHC workers will be officially transitioned to permanent, pensionable terms, beginning July 1 at the start of the 2026/27 financial year.
According to the CS, the staff who have helped in the country’s healthcare system are working on contract terms till June 30, after their contracts were extended.
“Let me make it very clear, our UHC staff, we have extended your contract up to June 30,” Duale announced.
“The money for permanent and pensionable terms beginning July 1 is already factored into the budget and is in the division of revenue,” he added.
Duale further added that the county governments will employ the UHC nurses, and the ministry is looking forward to publishing their names and the counties where they will work when the time for transition comes.
“For integrity and transparency and accountability, when that time of transition comes, i will advertise the nurses that will transition on our website, county by county, name by name, so that no monkey business is done in between,” he said.

According to the CS, the workers currently being paid by the ministry will be employed on permanent terms.
The announcement follows a series of back-and-forth between the government, the county government, and the UHC workers over a framework to absorb them into permanent terms.
It is worth noting that the interns were to be absorbed from as early as September 2025, following an announcement by Duale, but the ministry delayed plans due to insufficient funding.
The delay has led to a series of demonstrations and strikes by the workers, halting services in many hospitals in the country.
According to an earlier revelation by the ministry, the absorption into permanent government jobs will be done after the workers have been categorised into two groups. The first group will comprise those who are in active service, while the second group will be those with pending disciplinary issues.
The ministry will only absorb those who are in active service, while disciplinary action will be taken against the second group of those with disciplinary issues, which includes removal from the payroll.
